Responsibilities
Primary Responsibilities:

The Technical Proposal writer will take ownership for the development of compelling responses to primarily federal contract opportunities. This includes all components of the response, e.g. Executive Summaries, Technical Content, Past Performance content that aligns with the opportunity’s objectives, and requirements. The individual will have a strong technical understanding to quickly interpret iCatalyst offerings and translate this into language aimed at both a business and a technical user and/or decision maker. The candidate will successfully collaborate with different teams to develop compelling, technically accurate proposals, while adhering to strict deadlines and compliance requirements of the opportunity.

    Some high level duties include but are not limited to:
  • Lead the development of a compliant and compelling storyline that clearly and concisely articulates iCatalyst strengths, key differentiators, and business value proposition in the context of customer ecosystem and opportunity requirements.
  • Ability to adeptly develop responses to Technical proposal sections as well as clearly articulate the business value of technical solutions to both technical and non-technical clients and internal team.
  • Undertake research, prepare draft guidance material and documentation, evaluate technical alternatives and recommend preferred option.
  • Collaborate with team members and stakeholders to produce documents that convey relevant information regarding the details of current contracts and various projects.
  • Own the overall quality, compliance, and completeness of each opportunity response.
  • Coordinate display of graphics and production of documents, ensuring content is high-quality and meets standards.
  • Ensures Procedure formatting complies with the Writers Guide and Templates.
  • Ensures consistency in application of technical abbreviation and acronyms, figure and table callouts and captions, and handling of boilerplate materials.
  • Understanding of the federal government acquisition cycle, contract vehicles, contract types (BPA, IDIQ, etc.) and competitive position (open/full vs. set-aside).
  • Assist in capture management support.
  • Develop an approach for capturing data on an on-going basis.
Required Skills
  • Must have a good understanding of Federal IT contractor environment and proposals.
  • Excellent communication and interpersonal skills.
  • The ability to translate business problems into practical, scalable technical solutions.
  • Strong attention to detail and monitor adherence to the schedule and deadlines.
  • Perform and/or ensure proposal color team recovery is conducted.
  • Self-motivated, proactive, and energetic.
  • Strong sense of ownership and responsibility.
  • Able to multi-task in a deadline-driven environment.
  • Outstanding communication skills (written and oral); including a strong working knowledge of Microsoft Office Suite is a necessity.
  • Ability to work a flexible schedule. Monitor and guide the activities of the content providers to proposal volumes.
Experience/Qualifications
  • Minimum of 7 years in a technical writing or developmental editing role.
  • 7 years of working knowledge of Federal IT proposals.
  • A working knowledge and understanding of government contracts is preferred.
  • Ability to support multiple projects.
Education
  • Position requires BS/BA degree in Business Administration, Journalism, Computer Science, English, Technical Writing, or similar discipline from an accredited university.
