Job Responsibilities
The successful candidate will use their enthusiasm and strong project management skills to assist the Program Manager on the following:
  • Establish and maintain the role of a trusted liaison by building relationships with government and contractor personnel to ensure effective coordination of all project efforts.
  • Provide strategic planning and execution support to the federal customer.
  • Ability to work with federal executives and management and develop short-term and long-terms plans to achieve organization transformations.
  • Facilitate brain-storming sessions with federal workforce, and gather and articulate requirements during these working sessions.
  • Conduct working sessions with the focus groups to develop program requirements.
  • Develop workforce plan for a data-driven risk-based approach.
  • Develop competency plan for a data-driven competency-based for the existing federal workforce.
  • Develop process and data models to understand the current and future work force needs.
  • Defines, analyzes and manages project scope and requirements.
  • Work with trainers and other program SME to develop briefings and training materials.
  • Facilitate technical sessions with the customer to convert the program requirements into automation requirements.
  • Provide support to external development team on system documentation, system security, levels of testing, etc.
  • Takes complex, multidisciplinary technical projects from original concept through final implementation.
  • Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Responsible for project risk management and escalation.
  • Ensures adherence to best practices, quality standards and reviews project deliverables.
  • Provides technical and analytical guidance to multiple, simultaneous project teams. Recommends and takes action to solve problems.
  • Analyzes, refines, and documents complex system user requirements including functional objectives of system, data sources and availability, including cross-system integration requirements.
Required Skills
  • Knowledge of, and ability to work with both waterfall and agile methodologies.
  • Ability to apply analytic methodologies and principles to help define project objectives and strategic direction.
  • Excellent oral and written communication skills.
  • Must be able to work independently with the key stakeholders.
  • Strong planning and organizing skills, and ability to manage a technical team.
  • Ability to prioritize and work effectively towards deadlines.

Experience/Qualifications
  • 10+ years of relevant project management experience with a federal customer.
  • Experience in managing or leading Federal IT projects is preferred.
  • Prior agile experience in conducting requirements analysis.
  • Experience supporting multiple projects.
  • Experience with working with enterprise security.
  • STEM degree from an accredited university.
Education
  • Position requires BS/BA in a STEM discipline from an accredited university with 10 years of experience OR a MS/MA degree in a STEM discipline with 8 years of experience
  • Project Management Professional (PMP) certification is preferred.
