We have an exciting opportunity for a seasoned Technical Lead for Independent Verification and Validation (IV&V) to join our program team.

Job Responsibilities
The successful candidate will use their enthusiasm and strong project management skills to assist the federal leads on the following:
  • Develop and maintain Project Management Plan (PMP), Quality Control Plan (QCP), Work Breakdown Structure (WBS), IV&V Testing Plan, Test Plans, Test Scripts, Requirements validation documents, Detailed System Design documents, Interface Control Document (ICD) with associated results, staffing plan etc. for 5-7 federal systems.
  • Participate in program meetings, review project deliverables, and provide written feedback and recommendations on these deliverables to the federal managers and stakeholders to help ensure project success.
  • Prepare and deliver monthly dashboard reports consisting of number of enhancements and bugs reported, number of tickets resolved, rationale for Go/No Go decisions etc.
  • Prepare and maintain User Documentation, Training Plans, Implementation Strategies, Implementation and Rollout Plans, and Business Continuity & Disaster Recovery Plans.
  • Coordinate with development team and program team to understand the requirements and prepare Testable Items list prior to initiating testing.
  • Prepare detailed test scripts with expected outcome for each testable item.
  • Ability to configure and use JIRA for all requirements and Requirement Traceability Matrix (RTM) and reporting to various stakeholders.
  • Ability to analyze test results, findings, assess and make recommendations on the management and technical aspects of project implementations.
  • Conduct working sessions with the focus groups to develop program requirements.
  • Establish and maintain the role of a trusted liaison by building relationships with government and contractor personnel to ensure effective coordination of all project efforts.
  • Provide strategic planning and execution support to the federal customer.
  • Ability to work with federal executives and management and develop short-term and long-terms plans to achieve organization transformations.
  • Analyzes, refines, and documents complex system user requirements including functional objectives of system, data sources and availability, including cross-system integration requirements.
Required Skills
  • Proficiency in using JIRA and conducting Requirement gathering, requirements analysis, requirements traceability, testing, etc.
  • Knowledge of, and ability to work with both waterfall and agile methodologies.
  • Ability to apply analytic methodologies and principles to help define project objectives and strategic direction.
  • Excellent oral and written communication skills.
  • Must be able to work independently with the key stakeholders.
  • Strong planning and organizing skills, and ability to manage technical team.
  • Ability to prioritize and work effectively towards deadlines.
  • Attention to detail and accuracy.
  • Ability to interact with a variety of individuals in a courteous and professional manner.
Experience/Qualifications
  • 10+ years of relevant project management experience with a federal customer.
  • Experience in managing or leading federal application IV&V and/or testing projects preferred.
  • Prior experience in conducting requirements analysis, and Testing using automation tools.
  • STEM degree from an accredited university.
Education
  • Position requires BS/BA degree in a STEM discipline with 10 years of experience or a MS/MA degree in STEM discipline with 8 years of experience.
  • Project Management Professional (PMP) certification is preferred.
