Project Background

The Department’s Office of the Chief Information Officer (OCIO) provides advice to and assists the Secretary and other senior Departmental leaders in acquiring information technology (IT) and managing information resources. The OCIO does this by establishing and applying industry best practices for the acquisition, development, sustainment and lifecycle management of information technology and services in accordance with applicable federal laws regulations and / or policy, including the Clinger Cohen Act, the Government Paperwork Reduction Act, Federal Information Technology Acquisition Reform Act (FITARA) and the Federal Information Security Management Act (FISMA) Office of Management and Budget (OMB) Circulars, e.g. A-130, and A-11 for the management of an IT Portfolio of approximately 150 IT investments valued at over $700M. The agency's Chief Information Officer (CIO) is charged with establishing and maintaining a process to regularly engage with program managers and applicable stakeholders to evaluate IT resources supporting the agency’s strategic objectives to ensure legacy and on-going IT investments are appropriately delivering customer value and meeting the business objectives of programs. This includes providing subject matter expert advice and guidance to program managers via an Enterprise Program Management Office to help mitigate business and technical risks, and solve complex solutions to project management problems; developing, publishing and ensuring the currency of comprehensive guidance (the Enterprise Program Management Review (EPMR) framework) to aid program managers and governance forums in the routine evaluation and stage-gate management of projects navigating the EPMR process; and overseeing compliance with aforementioned laws, regulations and policies, such as those governing IT management practices, e.g. costs, information security and privacy risks.

Job Responsibilities
PRIMARY RESPONSIBILITIES:
  • The successful candidate will use their enthusiasm and strong leadership skills to manage one or more complex IT projects.
Some high-level duties include but not limited to:
  • Establish and support the Federal Customer to maintain the role of a trusted liaison by building relationships with government and contractor personnel to ensure effective communication and coordination for all project efforts.
  • Working experience in providing project management support for the governance and acquisition management oversight on IT projects.
  • Working knowledge on program planning and coordination to ensure relationship between the oversight efforts and overall strategic direction.
  • Operational understanding of the Enterprise Program Management Review (EPMR) process.
  • Experienced power user in using multiple modules of ServiceNow.
  • Experience in various software technologies and tools and their operations and implementation using Cloud.
  • Ability to develop processes, communicate the usage of the processes and train wide set of audience on the new processes.
  • Ability to draft, analyze, integrate, review, and provide recommendations for Milestones and other documentation including project schedules and IMS in accordance with the department regulations.
  • Ability to define, analyze and manage project scope and requirements.
  • Experienced in gathering information, identifying issues and providing recommendations and draft documentation to achieve overall goals for system strategic planning.
  • Identify and analyze metrics in order to track process performance and monitor the use of the metrics.
  • Draft program schedules and Gantt charts and perform critical path analyses.
  • Provide design oversight including configuration and data management.
  • Provide support to external development team on system documentation, system security, levels of testing, etc.
  • Provide recommendations and initiatives for program improvements to reduce overall costs, including but not limited to business case Analysis, cost benefit analysis, and business solutions.
  • Conduct the review and analysis of acquisition and project management related documents and facilitate management reviews.
  • Develop and maintain Program Management templates, dashboards to keep track of the key milestones in alignment with the project stage gates.
  • Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
  • Responsible for project risk management and escalation. Recommends and takes action to solve problems.
  • Ensures adherence to best practices, quality standards and reviews project deliverables.
  • Provides technical and analytical guidance to multiple, simultaneous project teams.
  • Analyzes, refines, and documents complex system user requirements including functional objectives of system, data sources and availability, including cross-system integration requirements.
Required Skills
  • Knowledge of, and ability to work with both waterfall and Agile methodologies.
  • Strong understanding of IT project implementation and AI/RPA background.
  • Ability to apply analytic methodologies and principles to help define project objectives and strategic direction.
  • Excellent oral and written communication skills.

Experience/Qualifications
  • 10+ years of relevant program management experience.
  • Experience in managing or leading Federal IT projects.
  • Prior Agile experience in conducting requirements analysis.
  • Experience supporting multiple projects.
  • Experience with working with enterprise security.
Education
  • Position requires BS/BA in a STEM discipline with 10 years of experience.
  • Project Management Professional (PMP) certification is preferred.
  • IT Infrastructure Library (ITIL) v3 foundation is preferred.
